If the rotation keeps reverting, you used a view control. It turns the page on screen and writes nothing to the file.
You need the command that rotates the page itself, then a save. Test by closing the file and opening it again, ideally in a different reader.
Sideways pages are almost always a scanning artefact. A sheet fed in rotated, or automatic orientation detection looked at a page with little text and guessed wrong. Either way, the document now opens with pages that have to be read with your head tilted.
Why the fix does not stick
Readers offer two rotate commands and give them nearly identical names. One belongs to the window and one belongs to the document.
The view rotation is a convenience for reading. It turns everything on screen, applies to the whole document, and is discarded when you close the file because it was never part of it. Many readers will happily let you save afterwards without ever recording the rotation, since from their point of view nothing about the document changed.
Rotating it properly
The command that writes to the file usually lives in a page thumbnail panel or an organise pages view rather than in the main toolbar.
Open a thumbnail or page view
Somewhere you can see pages as a grid and select individual ones. This is where per-page operations live in most readers.
Select only the pages that are wrong
Rotating everything to fix two pages creates forty-eight new problems. Pick the specific pages, and note that pages wrong in different directions need separate passes.
Save, close, and reopen
The only reliable confirmation. If the pages are still correct after reopening, the rotation was written into the file.
Getting the direction right
Rotation is expressed in quarter turns and it is easy to apply the wrong one, particularly when several pages are wrong in different ways.

The mirrored case is worth flagging because rotation cannot fix it. A page that reads backwards was scanned through the sheet, or the original was a transparency loaded the wrong way. No amount of turning corrects a reflection, and the page needs rescanning.
Stopping it at the scanner
Automatic orientation detection reads the page looking for text and infers which way is up. On dense prose it is reliable. On anything else it is a guess.
Forms, tables, diagrams, photographs and title pages all give it too little to work with, which is why a fifty page scan can arrive with two pages wrong and no obvious pattern. If a batch comes back with errors in several directions, the detection is the cause and turning it off will produce more consistent results, even if it means loading the paper more carefully.
When only printing is wrong
A document that displays correctly and prints sideways is a different problem. The page rotation is fine and the print dialog is overriding it.
This happens when a document contains mixed orientations and the dialog applies one setting to everything. Most print dialogs have an automatic option that follows each page's own rotation, and choosing it resolves the conflict without changing the document at all.

01Why does my page go back to being sideways?
You used the reader's view rotation, which turns the display and leaves the file untouched. Use the command that rotates pages themselves, usually found in a thumbnail or organise pages view, and save afterwards.
02How do I know which rotate command I am using?
View rotation turns every page at once. Page rotation applies to whatever you have selected. If rotating one page leaves its neighbours alone, you are using the right one.
03Does rotating a page lose quality?
No. The page stores a rotation value and readers apply it when drawing. The content itself is never redrawn or resampled, so there is no quality cost however many times you rotate.
04Why did my scanner rotate some pages and not others?
Automatic orientation detection works by finding text and deciding which way it runs. Pages with little text, such as forms, diagrams or photographs, do not give it enough to judge by, so it guesses and sometimes guesses wrong.
05My page is mirrored rather than rotated. Can I fix it?
Not by rotating. A mirrored page was scanned through the sheet or from a reversed original, and no amount of turning corrects a reflection. The page needs rescanning.
06The document looks right but prints sideways. Why?
The print dialog is applying one orientation to a document that contains more than one. Choose the automatic option so each page prints according to its own rotation.
